So Rom 10:14 both asks, “Did national Israel perhaps not hear?” and also, “Why did national Israel not obey?” Even, for instance, the “message of peace” (משׁמיע שׁלום) in Isa 52:7a (a phrase skipped by Paul in the citation of Rom 10:15b) becomes in the Greek, “report [ἀκου-] of peace.” Thus, Paul’s upcoming response in v. 16a retorts “not all ἀκου-ed the good news(/gospel)” before then heading into the “report” of Isa 53:1 (= Rom 10:16b).
